Perception of governance and governability of community leaders in collective territories of black communities: ASOCASAN case study

Abstract

An analysis of the perception of governance of the inhabitants in the ethnic-territorial government of the Community Council of ASOCASAN is presented, based on the verification of elements such as communication, participation, administrative management instruments, and budget management, not only regarding government governance, but also from under-governance or local governance; with the objective of measuring the perception of governance of the inhabitants of the collective territory, and highlighting problematic situations that can be improved within the ethnic government; that serve as input for the establishment of an ethnic government management instrument based on the implementation of strategies and principles of good governance, guaranteeing the right decision-making in the territory. For this, a questionnaire with closed questions was applied, addressed to the leaders of the general assembly of the community council of ASOCASAN; which yielded conclusive results on local governance, the use of planning and monitoring instruments and the systematization and use of information in the territory. This exercise allowed us to conclude that the inhabitants and leaders of the community council of ASOCASAN, perceive in a different way the ways in which under-governance and governance occur; to the extent that they consider that the ethnic government exercises good governance of local government affairs; Contrary to what the state government perceives, to which they assign a low rating, mainly in the use, allocation, and distribution of resources in the territory.
